See #291292: Add 3/2 time signature to advanced workspace and master palette and https://github.com/musescore/MuseScore/pull/5166, which added those, but apparently the later marog palette code change got rid of them again.
Only the other part of the fix for the above mentioned issue, the 3/2 time sig, still is available on the advanced workspace.

3/2 and 4/2 are so rare that I haven't seen them a single time...

It is a regression vs. pre 3.3 development version, and against the 3.3 betas too, IIRC the new QML palette code came in only with the 3.3 RC versions.
I wonder whether more additions to master palette got lost that way? I so far didn't find any though
That's why 2/2 and 4/2 are added the master palette only and 3/2 is (also) in the advanced palette.
They are more common in certain genres. 2/2 and 3/2 have explicitly asked for and I believe 4/2 too.
