Right click the instrument name at the start of its first measure, select "Staff Properties..." You can change the instrument in the "Edit Staff / Part Properties" dialog.

I think it's a limitation and a feature somehow. You choose the instruments once. If you want to add or remove an instrument you can just create a new part with the right set of instruments...
If this is by design, I'd ask that the design be changed. Use Case: Creating a piano reduction part. Need to see all parts (SATB plus solo) to create reduction. After created, would like to hide SATB and retain only piano and solo. Currently a new part has to be created to make piano reduction, than an additional part with only the desired piano & solo. Then the original part is deleted. Why not be able to edit the part check marks in the existing dialog box? Doesn't make sense.
This is still the case, and it's kind of ridiculous that it's by design.
When extracting parts, you have to do quite a bit of layout work on each individual part to get them performance-ready. So if after a rehearsal your bassist asks to have the sax shown in their part, now we need to delete the bass part, and re-replicate all that tedious formatting? That makes absolutely no sense.
It's quite common in non-classical styles for parts to have additional instruments beyond their own. For example in a jazz combo:
The pianist might want to see the saxophone melody in addition to whatever portions of the tune where the piano is written out. It's easier to read and fewer pages if they don't also have the bass part.
The drummer might not even have a written part, but they might have a preference about what information is most useful to them (they might want to see the sax and bass, for example).
The system breaks will basically always stay as they are with a second instrument, and there are many other formatting concerns beyond page breaks.
Multi-measure rests imply certain orchestrations. I'm not talking about orchestral or big-band music. No one's going to include them in a small jazz ensemble piece that's not fully written out.
And sorry, it must have defaulted to that level, then. I was only trying to reply to the content.

Many of the layout changes won't make sense with a 2nd instrument added. Like none of the page breaks, nor many of the system breaks

FYI: I didn't change the severity, it was already at that level.
It didn't have a severity before, having been created before those got added to the tracker
System breaks heavily depend on multimeasure rests, and with more than one instrument those are less likely.

As I think several others have pointed out, it is perhaps not a good design. Oh well, you can lead a horse to water.
Check out MuseScore 4 Alpha 2 or a later nighly build, I believe the whole part creation stuff is different there.
