Is "Reset Beam Mode" the same as "Auto" in the Beam Properties palette.

No, then differenz with rests, 'reset to default' sets them to 'none' and notes to 'auto'.

What's weird is that "auto" for rests isn't "none." Rests are set to "none" "automatically," right?

So, if my understanding is correct, "Reset Beam mode" (Layout) is the same as using "Auto" (in the palette). But rests are unaffected by either command.

No. 'Rest Beam mode' restets the beaming properties of Notes and Rests to their default, which ua Auto for Notes and None for Rests.
Setting all do Auto is something different, 'Beam over Rest' would be the result
