In my system, when I want to add staff spacers to a range selected measures, it does create them but basically all of them are dysfunctional except for those at the beginning of the system. So every first spacer in the system will do the job while all others are just freely moving around without affecting the staff space. once you delete the spacer and create a new one for that measure specifically it will work normally. This happens on every score I've tried.
On the picture 1 you can see, that the spacer at the end of the system has gone way below the top line of the staff. On the picture 2 the spacer at the beginning of the measure works as usual. This happens even if the spacers are created manually for each measure.

You are using a Staff spacer fixed down and it does exactly as the name suggests, it set a fixed space between the staves. However, in your picture you use multiple of there fixed spacers. In this case only the first is used, the other are ignored.
If you want to take all spacers into account, replace the Staff spacer fixed down by a Staff spacer down or a Staff spacer up.
