I don't know if this is expected behaviour, but it is confusing:

The 'apply to all parts button' in Format>Style is greyed out on the master score, but usable on different parts. There shouldn't be a reason for it to not be available on the master score - style changes are most often made there first.

Workaround is to make style changes on a part, then click the button.

I started to explain that this is by design and with good reason, but as I started typing the reason, it seemed to make less and less sense. Why shouldn't you have the option of passing changes to all of the parts rather than just the master score after parts are created? Changes to the score affect all the parts if they're made before you create parts. Currently you have to delete and recreate parts to make sure the setting are the same if that's what you need.

This would be a different result than was possible in version 2, so I think it should be called a suggestion rather than a bug.

I think one gotcha is that there is no way to "apply (some) to all parts", and you probably don't actually want to apply everyhting (unless you want to see mm rests turned off and concert pitch turned on, probably not hide empty staves either)

My guess is that is why this wasn't made possible to begin with, although it's not unsolvable.

To be sure I understand this correctly, If you are viewing the Header, Footer style page, then only the Header, Footer styles you are looking at would be applied to all parts, not previous changes you made to the Page style for example.

If I'm correct then being able to apply these changes to all parts makes perfect sense. It especially makes sense if you decided you wanted to change your staff text style to a larger font and wanted to keep unity between score and parts. The button's already there, why not make it useful?

I don't think that is true, I think all settings are copied. Making it so only the current page is would be one way around that, but maybe surprising to people who make changes on several pages then hit Apply once.
