Project
When adding a piano stave to a pre-existing stave none of the barlines - whatever the type whether double, final, dotted, dashed or repeat barlines - span down from the G clef to the F clef.
To re-create
1. Either use the default My_First_Score.mscx file that comes up on start up or any other open MuseScore file.
2. Open the Instruments dialogue box via Edit -> Instruments...
3. Choose Piano under Keyboards and click to Add and then OK
4. Observe the absence of the spanned barlines
Barlines should span the great stave of the piano. This is not a problem in 2.3.2
Comments
Confirmed. You can expand those parlines though (see https://musescore.org/en/handbook/3/barlines#connect-barlines)

I believe the culprit is a change of barlineSpan, in MuseScore 2 it was the number of how many staves to span, but in MuseScore 3 turned into a boolean, whether to span to the next staff or not?
Actually the
<barLineSpan>1</barLineSpan>
is not written to the score.Strangely this only happens when adding a Piano to a score after it has been created already, on a new score you can add as many pianos as you like and they all have their staves connected by barlines
It is a regression vs 2.3.2

If the newly added piano stave is placed above the original stave then ALL the barlines become joined!

And after checking, the change occurs for this issue on May 20, 2019 too, so with the same commit I guess, see: https://musescore.org/en/node/309894#comment-1023294
