When opening Help>Resource manager to install MDL soundfonts, my resource manager page is completely blank. I've tried restarting musescore as well as reinstalling multiple times and I still get the same result. Working on Windows 10 Pro 64-bit

Be sure you have internet connection. Resource Manager pulls data from extensions.musescore.org every time you open it.

Can you tell me how to do this? I’m on a new computer since I last used the program and that may be the issue. Is there a special internet connection through musescore I have to check as well? My computer is definitely online

There's no special connection needed, all you need is to be online. I don't know other reasons given the fact that you were already online.
Some firewall/antivirus/antimalware software may prevent MuseScore from accessing the internet

That leads to an issue: does the Resource Manager really have to access the internet every time it's opened? Shouldn't it be a user choice as to whether or not syncing the data with extensions.musescore.org?
it has to every time to check whether there is an update. That's the only reason to visit that dialog after all, isn't it?

The bug is probably more to display a full blank page instead of a message such as can not connect to internet.
Can you tell me how to do this?
You will need to use the help feature for your firewall to find out how to do this. Give MuseScore permission to always connect to the internet.
