Inspector does not inspect instrument names and brackets in nightly (regression?)

1. New score with flute and piano.
2. Have inspector on (F8).
3. Select instrument name or bracket.

Expected:
Inspector allows the editing of the selected element's properties, as it did in 2.0.2.

Actual:
Inspector says "Nothing selected".

I believe this was deliberate, because these elements weren't meant to be editable and in fact changes to these elements made with the Inspector in 2.0.2 don't survive a save/reload. See #33541: some elements can get marked invisible, but this doesn't get saved, so is lost on reload.

Reminds me of this:

Impact: The "Secure Empty Trash" feature may not securely delete files placed in the Trash

Description: An issue existed in guaranteeing secure deletion of Trash files on some systems, such as those with flash storage. This issue was addressed by removing the "Secure Empty Trash" option.
