Shift-space no longer moves to previous chord when at beginning of measure

1.1 prerelease (4535), Windows Vista)

1. Create or open a score
2. Enter a chord symbol on the first note of a measure
3. Hit shift-space

Expected result: cursor moves to last note of previous measure
Actual result: nothing happens

Shift-space works normally for chords in the middle of a measure, and Shift-tab works as expected.
