I have a composition I'm doing, and I need the violin to be piano and the viola to be forte, but when I drag the dynamics to the score, it plays everything forte, and it is like the dynamics are just pictures for printout purposes and are pointless in changing the volume of the piece.

At the moment, the dynamics are only graphical elements.
You can change the relative volume of instruments through the "Mixer" Pallette (F10).
If by dynamics you mean crescendo, descrescendo etc... you are right. They don't have any influence on the playback.
BUT if you mean forte, piano, mf etc..., they do have effect on the playback. You can change if they apply to the staff, the system or the part by right click the dynamic text -> MIDI properties.
