See attached score (created in 2.0.3). A snare drum note in measure 15 (5th note in voice 2) has been changed to an open Hihat in 3.0-dev.

Confirmed.
The only difference seems to be the stem direction. See attached file, save in 2.2.

Actually in the mscx, the TPC is also different... No idea why... and no idea why tpc is useful for drums.

I'm definitely missing something. Isn't it strange that quarter notehead becomes hihat notehead? I thought this is the issue.
