Both align with the 1st notational element of their respective bar, just as "Behind Bars" wants it, don't they, so where's the issue? Seems your expectations are different from "Behind Bars"?
No, the second measure tempo marker "90" should be over the sixteenth notes, not the beginning of the measure.
Hi Jojo
The first tempo marking should be at the first note of bar 1, whilst the second tempo marking should be at the first semiquaver of bar 2 (I should have uploaded an example image at the time - sorry). This is from MuseScore 1.3:
The tempo markings align well before the element it is applied to (see image in first post).

Ah, yes, I misread "beat" for "bar" (i.e. I read "Tempo indications mid-bar also align with the first notational element of the respective bar:"), sorry for the noise...
No problem.
For the report, I had sort-of neglected the first tempo marking (I'm not sure I noticed it at the time).
Actually, standard is for initial tempo marking to be earlier than first note - aligned with time sig. Same with any tempo marking tbat occurs on a measure with meter change.
