Space bar in chord symbol entry jumps to next measure rather than next beat in empty measures

Windows 10, GIT commit: 3543170

1) empty socre
2) click measure rest in any measure
3) ctrl+k
4) type chord symbol
5) press Space

Result: entry moves to next measure rather than next beat.

I believe the problem is here:

I need to examine the change made in this commit in more detail to see what the right fix is.
