tempo text not displayed in parts

Windows 7, GIT commit: 3543170

1) open attached score text_position_2.mscz
2) while viewing score click first note of flute part
3) press Ctrl+Alt+T to add tempo text
4) view flute part

Result: tempo text does not display

Also, if you add the tempo text to one of the empty measures, it not only does not display, but it fails to break the rest.
