For notes, the sections are Element, Note, Chord, Segment. For rests, they are Element, Segment, Rest. This is inconsistent. It should be Element, Rest, Segment.
As I look at more Inspector screens, I see the same issue cropping up with other element types - clefs, key signatures, etc. I guess I don't actually care order they list in as long as it seems consistent. I could see segment always being last, or always being second (right after element).

For note it just had been changed (in d1a0c46) to Element, Segment, Chord, Note, so it seems consistent now.
