3. 'OK'.

Result: Score is marked dirty, despite no changes to score.

Not reproducible in bar 1 - maybe because another bar wouldn't be generated, unlike possibly bar 2 if the time signature change would have been allowed? - I'm not calling for this to be allowed, by the way. :)

Probably fixed since long.
It can't be reproduced in the most recent MuseScore version: 3.4.2.9788, revision: 148e43f
