Shift/Alt+number shortcut adds wrong note for transposing instrument (with concert pitch off)

Similar to #25340: Shift+letter shortcut adds wrong note for transposing instrument (with concert pitch off), but use Shift/Alt+number instead of Shift+letter
1) new score for Bb clarinet
2) enter D
3) press Alt+3 to enter a note a third above (or Shift+6 to enter a sixth below)
Result: note is visually an F (sharp, because of key signature), but it sounds as G#
It's actually backwards from the behavior with Shift+letter. Shift+letter gets the sounding pitch right but wrong note on staff. Shift/Alt+number gets the visual note right but sounds wrong.
