Header and footnotes

I have an multi page document for piano with exercises. Each page contains one exercise. Some exercises require comments. Therefore, I am trying to add text in footnote area but as I understand MS 2 still has not a proper option to "fill" footnote on an individual page. Or there is but I don't know it yet. I tried to add an empty staff at the end of each page as suggested but I cannot do it.

My structure is following. Without sections, every page starts with a text box (frame text) showing an exercise number followed by staff with tempo, clefs, key signature and notes. If I want to insert a vertical frame at the end of each page (for fake footnote), I have to select a bar or a note on following page; but I cannot select a text frame which is an object right after the last stave on a previous page.
Then adding an empty text frame splits exercise number and a following stave :/ So essentially I insert an empty vertical frame on a new page. If I on the other hand select a last note on a previous page, I insert a text frame between the one before the last bar and the last bar; I essentially split two last bars. I don't understand that MS does not accept inserting frames between different objects than bars.

Can adding sections help?

Select measure 8 to insert vertical frame;
Select measure 7 insert X measures;
Drag the page break on the vertical frame.

I'm having trouble following your description of the problem you are having. You should be able to attach vertical frames in front of text frames if that's what you want. I suspect your problem is that you need to remove an existing page break after the last measure of a page, but it's hard to be sure. Attaching an actual score would help us understand better. Then if you describe what you are trying to do, we can give tell you exactly how to do it.

Hello. Thanks for your answers. I am sorry for not being very clear to describe the problem. It's definitely me as English is not my first language.

I managed to solve it but it was quite tricky. For some reason, if you select content of a text frame, MS complains and says: "No bar selected: Please select a bar and try again". In my case, I should have selected a text frame itself, which means a text frame border should be selected and not a number inside. A subtle difference. The error info is a little misleading.

A provided a minimum working example. If you click on the big "2" on the second page and try to insert a vertical text frame, you should get the aforementioned error. If you click on free space inside a text frame, it works.
