Whenever I open any of my previous made scores, my custom workspace no longer loads up; either the palette tab itself does not appear, or when it does, instead of having all the palettes I have created, my custom workspace does not have any palettes on it at all, and I cannot get them back, and have not found any issues similar to this on the forum or issue tracker. I am currently using Windows 10, with MuseScore 2.2.1.

If you don't see the palettes window, open it again with View / Palettes. If your workspace is not showing by default, load it the Edit / Workspaces. If you do have the palettes window displayed and your custom workspace selected but still don't see your customizations, can you post a screenshot so we can understand the problem better? Eg, are the palettes completely empty or are just of the customziations you made missing, etc?

These are the 2 scenarios that occur when I load MuseScore up; "screenshot" is what happens if I open it via the file explorer, or for a second time since powering my computer on. All of the palettes and items in them are missing, both ones I have created and default ones (it may be worth noting that this is not happening for the advanced and basic palettes) "screenshot 2" is what occurs when opening MuseScore for the first time after powering my computer on. Whilst the palettes are checked as visible, they do not load at all.

What it looks like is that somehow your preferences are still present (which is why the workspace shows as an option, and why MuseScore tried to load it) but the workspace files themselves are gone, or at least empty. On Windows 10, your workspace files would normally be in:

C:\Users\YourUserNam\AppData\Local\MuseScore\MuseScore2\workspaces

Do you see files here? They would ordinary be ZIP files (but ending in the extension ".workspace") containing XML files. Can you access your workspace file?

Note the user name is part of the path, so if you are logged in as a different user while trying to access these files (including running MuseScore) that would present problems of course.

The palettes have been redesigned, so most likely this issue isn't appliable any more.
