I have reset the short-cut to factory settings - now it works.
Maybe this was a copy of the settings from version 2.2 (there F12 controlled the navigator).

This seems to be something that will need to be addressed when version 3.0 is released so the shortcut for the navigator, F12, does not persist when 3.0 is installed with F12 as the timeline shortcut. There should be no reason for a factory reset because the new version is installed.
My idea is a simple program that is run at install that will delete the navigator shortcut and apply the same shortcut to the timeline. This will account for customization and avoid any new conflicts. This of course would only apply to the RC and later, not a nightly.

Works for me and brings up timeline, navigator has no shortcut set, not after a factory reset

But if you ever ran a previous nightly, and changed settings, then indeed a factory resert may be required

And for that it won't be needed as it'd save its preferences somewhere different from the nightlies
