That file opens without any issue here (in MuseScore 2.3.2, while it was created/last saved with 2.1.0) and I can select any measure I want, no such (error?) message
That error message would not normally display just upon opening a score but upon trying to do something with it, and the message is telling you that whatever you are trying to do cannot be done unless you select a measure first. What were you trying to do after the score?
If you don't remember doing anything, my guess is you accidentally pressed a key like "Insert" on your keyboard that is trying to do something that requires a measure to be selected first.
