Small icons on master pallet and top of screen

Everything is so small. My moniter is 1920 x 1080 resolution. But lowering resolution does nothing. This has been this way for a long time and its annoying trying to guess what Im clicking on. the master pallet is also very hard to use because every option is so small its so hard to see. I would like to see everything be a bit bigger or have an option to change the size of the icons so I can see what Im doing. Thanks!
