At least with OpenSuse. Tested with DEs "XFCE" and "Cinnamon". It remains on top of the main window with 2.0.3 after a restart, but not with 2.1, 2.3.2 and the development version (with this versions it stays behind the main window).
A workaround is to deactivate and activate the inspector again (view->inspector or "F8") for the current session.

I am not sure I understand what you mean. I never saw anything like what you say. Can you give more info please?

For me, on macOS, when I detach the Inspector from the sidebar and make it a floating window, it does not reopen when I restart MuseScore. If I then open the Inspector, it will stay on top, and I can dock it again if I want.

Thank's for your fast response and sorry for my late response.

I've to correct me, the same behavior with version 2.0.3 (I missed the floating/non floating behavior).

Maybe the image below clarifies this issue. The issue is affected for example with floating palette, inspector or selection filter, but not for example with the mixer.

But I'm not sure, it could also be an issue of the used DEs "XFCE" or "Cinnamon", I didn't checked it with other DEs.

(And to clarify, it's the same behavior with the AppImage and distribution package)

Could you check the case in latest master please? We won't fix issues in 2.X series because MuseScore 3.0 is upcoming.

The same behavior with the (last) nightly after a restart of MuseScore:
