Adding system breaks in imported score causes system breaks to act like section breaks

This file was created in version 2.3.2 and imported into version 3. To see the problem:

Extract parts (use file->parts, new all, ok)
Notice that at each system break in the score there are problems in the parts:
Look at a part and notice there are thick bar lines followed by key signatures
Also notice multi-measure rests are broken
There are also clefs entered in both the score and parts on all instruments but the first.
On the first part, the clef seems random in the first instrument in the score (the flute in this score).

When I created a score in version 3 and created parts, this did not happen.
There are other problems with the import, but those will be addressed in other bug reports if not already reported.

I can confirm with the attached score, which I believe was created in 2.x then imported into 3.0 beta then saved.

I have also what I believe to be the original 2.x version. When I reimport that into a current build, I don't see these issues. I suspect these issues were fixed with some of the commits involving generating clefs and creating breaks. I am closing this, but reopen if you are able to reproduce with a different version of your 2.x score than the one I have.

Testing some fixed issues and thought I would add a note. If you still have a score with this issue, you need import it again to clear the problem.
