When attempting to put a bar on an instrument with two staves, something like the picture below, the program instantly crashes.

Can you tell us how you tried to do that? We need steps to reproduce the bug so someone can find a fix for it.

When selecting the line from brackets and trying to attach it to an instrument with multiple staves, the program just crashes

Could you please record a gif or attach precise steps so we could reproduce the issue?
It has happened to me, but it might only be randomly reproducible - create multiple staves. Go to a system other than the first one. Add bracket. Pull it down. You'll see that it's only been pulled down on the system you're working on. Go to next system, pull it down there, crash.
