Edit Palette - Delete Item - Inconsistent Behavior

After checking Enable Editing box for an individual palette and deleting an element, behavior is inconsistent.

Expected behavior is that when element is deleted from palette, placement of elements within palette are automatically adjusted to close gaps.

Actual behavior is that when element is deleted from palette, placement of elements within the palette sometimes automatically adjusts to close gaps, but sometimes gaps remain.
