Steps to reproduce:
1. Create or open score that includes drumset staff with percussion clef
2. Add Change Instr. from text palette to any note, rest or measure
3. Right-click on Change Instr.>Change Instrument>[any pitched instrument]>OK
4. Add any clef from clef palette to any note, rest or measure after the instrument change
Expected Behavior:
Clef change is added to selected measure
Actual Behavior:
Nothing happens

Indeed, we simply don't support changes between pitched and unpitched staves. See #278016: Add pitched/unpitched (and more staff properties) to Staff Type Change. Something to hopefully add one day.
Meanwhile, workaround is to add both staves but set "Hide when empty" to "Always" in Staff Properties.
