Have a score in 2 voices. Try to exchange a note in voice 2 for voice 1. It does not work. Or at least it does not work consistently if utilizing ctrl alt 1234.

You need to attach a score where it both works and does not work for a detailed explanation.
Generally, if you have different rhythms in voices 1 & 2 and you press ctrl+alt+2, you will not get all of the notes switched to voice 2 because there is a conflict in rhtythms. Also, you cannot move any tied notes to another voice using this method.
