Title Cuadros de texto en la partitura Tet frames in the score

Translation:

1 - Ctrl + k to add text
2 - I can not add text anywhere on the staff without depending on some measure.

to be able to add a text box anywhere in the part without necessarily having to depend on a measure.

Pressing ctrl+k does not add text, it adds chord symbols to notes. You must select a note or rest then ctrl+k and then enter your chords.

Your title indicates that you want to add a text frame. All frames must be attached to measures, not a note. There are a variety of frames to choose from. See https://musescore.org/es/manual/marcos which was written for version 2, but still applies to version 3. The version 3 page is not yet translated to Spanish.
