I am creating a closed choral score in 4/4 time. Every time I add voice 3 (tenor) in a measure, a rest symbol appears in the bass clef. I move to edit mode, click on the rest, and even though it is in the bass clef, it comes up green as if it is voice 1. It will not delete.

In every staff, start in voice 1 then use voice 2 then the other voices only as needed. You can use Tools->Voices->Exchange... to swap voices 1 & 3, then delete the extra rests in voice 3. With as little as you have done, it's better just start over the tenor and bass part using voices 1 & 2.

See above, tenor is (to be entered as) voice 1, not 3, Bass voice 2, not 4.
Voice 1 is blue, not green
The handbook on voices make this quite clear too.
