Open a score and go to Format > Style > Page. Select the existing number in "Max system distance" box, then type over it.
Result: The first number keep resetting to 1. Only subsequent numbers can be entered directly.

The first number doesn't reset to 1 as always, the logic is to keep Max. system distance larger than Min. system distance. So if minSD is 8.5 (by default), and you cover the maxSD value with 1, maxSD will be set as 8.5, because it cannot exceed maxSD. This is troubling if you want maxSD to be, say, 12, because inputing 1 or 2 will both fail.
This logic is necessary but still some improvements to the workflow can be made.
2.3.2 has that problem, so if it's a regression, it's a regression of which version?
My mistake.
I've reproduced this bug in MuseScore 3.5.2.
