Procedure to reproduce the issue
1) Make 6/8 score with two measures (see attachment).
2. Enter three notes in first measure and two duplets (5 . Ctrl+2 a b 5 . Ctrl+2 a b) in second measure.
3. Select all notes, press Voice2.
4. Rests for voice 1 are created in first measure.
5. Problem: No rests for voice 1 are created in second measure; notes remain in Voice 1.

A 2nd voice is allowed to get enetered, but not switching existing voice 1 tuplets into another voice and also Tools > Voice > Swap voice 1 - 2
