Currently you can enter a note, press the voice 2 button to move it to voice 2. Unfortunately, it does't work if the note is part of a tuplet.
Ideally, it would be great to be able to do

  1. Select a rest in voice 1
  2. N
  3. 5
  4. Ctrl + 3
  5. Press the voice 2 selector to move the tuplet in voice 2

Current workaround, enter the tuplet and then exchange the voices in the measure.

Why isn't it a bug? Range selecting an excerpt which includes tuplets in voice 1 and then pressing the voice 2 button changes all the notes to voice 2 except for the tuplets

I would put it this way: a bug is when something does not work the way it was designed to work, not when something doesn't work the way one might happen to want it to work. The voice transfer function was never designed to handle tuplets, that's just a limitation of it. And unfortunately, not really an easy one to solve, which is why it hasn't been after all this time. But the other method mention (Tools / Voices) works fine with tuplets, because it has a different limitations - has to be full measures.
