Step to Reproduce
1. Preferences… -> General -> check ’Show play panel’.
2. Create score, un-dock ‘Palettes’, ‘Inspector’ and ‘Play Panel’.
3. Quit MuseScore and restart
Expect :
These three are un-docked
Result :
Only ‘Play Panel’ is returned to dock

Came up in https://musescore.org/en/node/297521 as well, where the request is to not special case the play panel. Just treat it like all other floating panels.
The suggestion thus is to also remove the "show play panel" setting. Just restore last known position/visibility as is the case with most other dockable panels.
