OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.5.0.11555, revision: a18e190

1) Load this test file: test diagram.mscz
2) Select the diagram
3) In Inspector: (first, you can remark the default fret number is wrong: 1, should be 3)
Now, try to change the Fret number

Result: failure. Nothing happens.
