[Musicxml Export] - Local time signatures in piano staves only exports the first one

The attached example has different times and keys for the two staves. Musescore can export two key signatures, but only time on right hand is exported. The optional number value can be used on time too, so this should be added, otherwise both import and braille translation will yield problem.
