Clefs
Is the current version of Musescore able to allow the user to physically move the three clefs onto any ledger line? My understanding is that such a thing is possible in traditional writing of staves even though only four are in current use but I can't move the clefs the same way as I can move individual notes up or down the staff.

No. You're restricted to those clefs from the palette.
You can visually move them though, via Inspector and the Element's y-offset

No, as already stated.

But perhaps you are looking at the Basic workspace?
In the Advanced workspace, there are more clefs which are properly centered on different lines of the staff:
