In 3.2.3 the palettes opened with a single click; in 3.6.2 they need a double-click. This is a major UX and user performance regression.
(Not sure if I like that items are now applied with a single click that needed a double-click in 3.2.3 but that at least doesn’t slow down the workflows.)

Depends on where exactly you click.
It is a result of changing the palettes to be QML based and as such basically by design.
See #305131: Single click palette opening, is that way since 3.4
Workaround is to click on the arrow
