Can't open palettes via single click, only with double click or by clicking on tiny button on left side. Was not so some versions ago.

Ditto. At one time it was suggested that more actions on selected palettes were forthcoming and there would be good reason for single click to select rather than open, but it seems safe to say at this point that this isn't going to happen for MuseScore 3. So I definitely support changing the behavior to open.

I would like to add that if this behavior is changed for mouse navigation, care should be taken to avoid changing key navigation; for example, moving up and down among the collapsed palettes using Up and Down shouldn't cause the palettes to open when they become selected.

Clicking the ellipsis button to the right of a collapsed palette's name should also not cause the palette to open.

We also need to figure out how we want to support users who click a palette name in order to give the Palettes panel the input focus before shifting to keyboard navigation. Clicking in empty space below the list of collapsed palettes does give the Palettes panel the input focus, but there's not always empty space available, especially on small screens or when one or more palettes are expanded.

The arrow is rather tiny though, and it’s hard to hit as its “hitbox” is not clearly delineated like the buttons of Win3.x times were.

Indeed, definitely hoping to see this revisted for MuseScore 4.

Meanwhile, single-click followed by right arrow (standard shortcut to expand a collapsed control) is how I often do this.
