1) Create music file with multiple instruments
2) Under File -> Parts, create parts for each instrument.
3) Select any note or rest. The option to split or join selected measures under the Tools --> Measure menu are now unavailable
Comments
If a score has parts for individual instruments, you can no longer split or join measures while editing the score.
That is indeed the case and on purpose and by design
