Wrong measure counts?

Hi I did a pdf import from encanto - all of you.
After removing randomly added staves (ooh voices and further 3 piano staves) (no idea why they were included, it was a simple piano single staff with two voices) I notice now that the measure counting does not seem right.
1st measure is already screwed up, why not a full pause and why the two dots next to the pause and extend by an eighth pause?
3rd measure: there should be split in half by a bar, otherwise the measure is twice as long?!?!
Then it correcly get the base voice in the 4th and 5th measure, but it the 6th measure it all of sudden adds an eighth pause at the end of trebble voice and therefore needs to add an eighth pause in the base voice.
(one eighths pause + two 16th notes make one quarter, then two 8th notes make second quarter, then two 8th notes make 3rd quarter and then there is the last quarter. No need to add an eighths pause at the end?)
