a. Create any tuplet
b. Highlight the tuplet
c. Exchange Voice 1 (the tuplet) with any other voice
d. No action seen

The workaround to the problem is when you manually create a tuplet in Voice 2 mode, which may be tedious for longer scores.

Unrelated to the issue at hand, but that score stems from MuseScore 1.3, are you really using that antediluvian version still?

I guess step c) is to click on the voice 2-4 buttons in the toolbar? That indeed only works for non-tuplet notes.

The easier workaround might be to select the measure and use Tools > Voices >Swap voice 1-2
