Multi-measure rests do not scale

(used version: 4.0.0)

Steps to reproduce:
1) Change the scale in the "Staff/Part properties".
2) Long pauses are now not scaled.
3) This happens both in the full score and in individual parts

Expected behavior:
The rest bar also scales in the same ratio of the staff.

Anleitung zur Reproduktion des Fehlers:
1) Ändere in den "Staff/Part properties" den Scale
2) Jetzt werden lange Pausen nicht mitskaliert.
3) Dies passiert sowohl in der PArtitur als auch in Einzelstimmen

Erwartetes Verhalten:
Der Pausenbalken skaliert ebenso im selben Verhältnis der Notenzeile.
