You can't have it do this as you input it (fingering always goes above, unless it's a downstemmed voice in which case it goes below).
But, if you've input them all, you can change the position of all the fingerings on the second staff at once: select one, right-click and choose 'Select' > 'Similar on this stave', and then in the Properties panel under Text click 'More...' and set Position to 'Below'.
