Exporting changes key signature
I set the "prefer sharps or flats for transposed key signatures" in part properties to sharps for an instrument, but when I export that part as a PDF File, the key signature is flat instead. How can I fix this?

When you export as a pdf you should get exactly what is in the screen. Please attach a file that exhibits this problem.

When I export the whole score it also stays as C# Major, but individual parts turn back into Db Major

Please attach the .mscz file that demonstrates the problem. Looking at a picture only tells us as much as you said in words. Looking at the score file tells us what settings you have used etc.
