For some time now, MuseScore development builds have supported an option "Avoid the staves" in Style / General / Tuplets. This defaults to on for new scores, but off for 1.3 scores for compatibiltiy reasons. So you can turn it n yourself for 1.3 scores, but for new scores, it's already as you would want it.
