Empty bars with text not visible when hiding empty staves

Expected result: Systems, or staves appear where there is text.
Actual result: Neither staves nor bars are visible.

Notes:

The system text and rehearsal mark is visible, in comparison to stave text and chord symbol.

It is also reproducible in a 2.0 score.

This has been a conscious decision, I think, to define "empty" as literally meaning no notes. I don't know the reasons, but ti deso seem questionable. I guess on the positive side, it's easy enough to override - just placed some invisible notes on the staves you don't want hidden. Whereas the reverse wouldn't be true if we changed the default.

What do others think? It does seem if you've gone to the trouble of attaching text to a measure, you probably want to see it. I kind of think text shouldn't disqualify a measure from being seen as empty for the purpose of creating multimeasure rests, but should for the purpose of hiding empty staves.
