Corruption after failure to change time signature

Ubuntu 14.04, GIT commit: b4b5e28

I'm pretty sure there is a similar report out there, but I can't find it.

1) new score, 4/4
2) measure 4, note enty
3) 6 Ctrl+3 C D E (quarter note triplet), F G (quarter notes)
4) drag 3/4 to measure 2

At this point, you should get a dialog telling you about tuplet crossing barline (well, it says measure, but it means barline). This is correct. However,

5) drag 3/4 to measure 1

Result: time signature is apparently changed to 3/4, but in actuality, only measure 1 was affected. Measures 3 on are now corrupt. You can clearly see this by the contents of the measure you entered notes into (now measure 5): it's still 4/4.

This is related to the issues I am looking at regarding lcoal time signature. At this point, I have little hope of getting local time signatures very stable, but I definitely want to get this working.

Cause is that we left an empty time signature segment behind at step 4. We also may have issues with the durations of the the measure rests; still ivnestigating.
