Even when hide empty staves is on, keep certian text elements.

When composing, one might compose without hide empty staves turned on, and then when they are done, turn it on to save space for printing. However, when the top staff has text anchored to it, but no notes, it is hidden, and the text is hidden along with it. This is all well and good except for two types of text: system text and tempo text. Even if the top staff, to which the system/tempo text is anchored, is hidden, the system/tempo text should still be shown. This is because it affects all instruments, rather than just one. This is not a big deal, because you can just create the text to be anchored on the first shown instrument, but it would be nice to have.
