Adding to my first post, I've realised another main problem (when you have multiple instruments in particular): a gap. Currently, if you apply Hide Empty Staves to a score with a gap in all instruments, the bar numbers remain (bars themselves disappear).
I think if there's a gap, the function shouldn't be available for that either. If you introduce a gap, the score should automatically revert to having no empty staves hidden.
Another factor that occurred to me - it could also depend on the size of the page (how many bars in the one line).

If a score has only one instrument, but that instrument has multiple staves (e.g. piano), then the Hide Empty Staves option should still be enabled.
